From 1st November, the reporter was familiar with the State Administration of Foreign Experts Affairs and the trusted information reaching our desk is that The Important Government Institution has already initiated the Pilot Project For Expats’ Work Permit System in China according to the decision adopted by the Reform & Regulations Approval Office of the State Council. The “The Foreign Admission and Employment Permit” and the “Foreign Expert Work Permit” in China would be integrated to the “Foreigner Work Permit in China”. The State Administration of Foreign Affairs would be primarily responsible of its execution.
从国家外国专家局获悉，自11月1日起，根据国务院审改办决定，国家外国专家局已启动外国人来华工作许可制度试点工作。“外国人入境就业许可”和“外国专家来华工作许可”将整合为“外国人来华工作许可”，国家外国专家局负责具体实施。
It is understood that this great move is to further eliminate scattered cross-function, multiple management, different complicated policies from various sources and communication breakdown already noticed in the existing management system of foreigner’s work in China then further make a great opening, more flexible and internationally competitive talent attraction and employment mechanism.
据了解，这一工作是为了进一步破除现行外国人来华工作管理体制存在的职能交叉分散、管理多头、政出多门、沟通不畅等障碍，构建更加开放灵活、具有国际竞争力的引才用才机制。
In order to promote the implementation, the State Administration of Foreign Experts Affairs decided to develop the pilot of foreigner’s work permit system in China at Beijing, Tianjin, Hebei, Shanghai, Anhui, Shandong, Guangdong, Sichuan and Ningxia from November 2016 to March 2017. The unified foreigner’s work permit system would be effective in whole China from April 1, 2017.
为推进实施工作，国家外国专家局决定2016年11月至2017年3月，在北京、天津、河北、上海、安徽、山东、广东、四川、宁夏等地开展外国人来华工作许可制度试点工作。2017年4月1日，全国统一实施外国人来华工作许可制度。
As introduced by GaoXiang, Director of Policy and Regulation Department of the State Administration of Foreign Experts Affairs, the Pilot Project primarily includes:*To unify the two certificates in one and promote its integration The original Foreigner Employment Permit and the Foreign Expert Work Permit in China shall be unified in the Foreigner Work Permit Certificate in the electronic form. The employment unit and the foreigner applicant may print on line; the Foreign Expert Certificate and the Foreigner Employment Certificate shall be unified inthe Foreigner Work Permit, which is the foreigner’s legal certificate for working in China. “One person shall have one number” which shall remain unchanged permanently.
据国家外国专家局政策法规司司长高翔介绍，试点工作的主要任务包括：*统一证件名称，推进“两证整合”，将原《外国专家来华工作许可证》、《外国人就业许可证》统一为《外国人工作许可通知》，采用电子化形式，用人单位和外国申请人可在线打印；原《外国专家证》和《外国人就业证》统一为《外国人工作许可证》。《外国人工作许可证》是外国人在中国工作的合法证件，“一人一号”、终生不变。
The Foreigner Work Permit Certificate and the Foreigner Work Permit shall be effective in all areas of China from April 1, 2017.The Foreign Expert Work Permit in China and the Foreigner Employment Permit would be no longer issued. The original Foreign Expert Work Permit in China and the Foreigner Employment Permit during the valid period shall continue to be valid and the person concerned may apply for the new certificate.*To unify the approval flow, go through procedure on line and construct unified “foreigner work management service system in China” in the national wide area; at meanwhile, simplify and merge the application materials. Except the personal passport and the electronic photo, such seven materials as the application letter, the expert or employment certificate application form, permit or receipt, the Chinese and foreign personal resume as well as the letter of employment intention, etc. shall be no longer submitted. The materials to be submitted have been reduced by half.*To manage the foreigners working in China in adherence to the principle of “encouraging high talented foreigners, controlling general talented foreigners and restricting low talented foreigners”, foreigners working in China will be categorized in three groups such as A, B and C. High Talented foreigners, professional foreign talents and foreigners in conformity with domestic laborer market demand and engaged in temporary, seasonal, non-technical or service affairs. The point based system shall be exercised. Talents of Category A will be encouraged, talents of Category B will be controlled and those of Category C will be highly restricted.
2017年4月1日起，全国统一实施《外国人工作许可通知》和《外国人工作许可证》，不再发放外国专家来华工作许可和外国人就业许可。有效期内的外国专家来华工作许可和外国人就业许可继续有效，可自愿换领新证件。*统一审批流程，实行“一网”办理，建设全国统一的“外国人来华工作管理服务系统”。同时，简化归并申请材料，除个人护照、电子照片外，减少了申请函、专家或就业证申请表、许可或存根、中外文个人简历、聘用意向书等7份材料，提交材料数量压缩了近一半。*遵循“鼓励高端、控制一般、限制低端”的原则，对来华工作外国人实行分类管理。对来华工作的外国人分为A、B、C三类，即外国高端人才，外国专业人才，以及符合国内劳动力市场需求、从事临时性、季节性、非技术性或服务性工作的外国人，实行计点积分制。鼓励引进A类人才，对B类加以控制，对C类严格限制。

通过计点积分达到高端人才标准的，需提供相应的最高学位（学历）证书、职业资格证明、汉语水平能力（中国汉语水平考试HSK证书）、来华工作年薪的收入证明以及工作资历证明材料。
